Yes, but we just don't have the technology availible to contact or find these civilizations.

Right now scientists are working on a telescope which will allow them to view planets close to stars (right now the star's light blinds them from smaller closer planets) which would be similar to our own planet. They found microscopic fossils of organisms from Mars, so if there was life that close to us then who knows how much else is out there.
