I shouldn't have said theme. The background is just a random picture, but yes the toolbar is different. My roommate had it, so I asked for the zip files. It's called Royale Theme for Windows XP.

i try to keep my toolbar away from the XP look, icons have been cleaned up since this picture, i just didnt feel like making another.
