Well then this entire problem falls in the laps of Valve. It's not like Microsoft's business plan of charging for every major upgrade is anything new. Valve knew this when they started developing for the Xbox so they should get off their high horse and act like adults, IMO. A deal is a deal.
As for waiting until they can upgrade everything at once, I see you're point, but in the end I think the addition of ala carte upgrades would lend more to continued interest and waiting so long just frustrates your 360 players, as they look at every update for the PC version as a slap in their face. People will only wait so long, and I can tell you most 360 players I've talked to are not blaming Microsoft for this and are willing to thrown down some cash for added playability, if only for new maps.
As foor unbalanced games, well, have you ever played on the 360? Every game is unbalanced because 3/4 of the players outright SUCK. They can all play with the Sandvich all they like, I'll still brain `em with my wrench.
