That sounds rather unfair to me, and I have heard people do +rep each other for the sole purpose of increasing their reputation. I guess I'll have to monitor reputation more closely to insure there isn't any cheating going on.

if you want to know whats related to reputation power, look under the rules topic in General. I believe its post count, time being here and reputation.
