I would say London because it is the only city from the original games that hasn't been done.
That and I think it has excellent potential for storyline. Same with Japan, but I don't think an asian version would relate well enough with the predominantly western audience this game markets to. I'd love to play it, but I don't think it would sell as well aned I think Rockstar likely feels the same way.
