I don't tend to do the my mag plans with the numbers that each thing should give, rather with the levels themself. I can't ever get the mags the get the exact levels I want it to have until it reaches level 50 (and that's when you can start raising each bar individually, kids
) Well, why are you trying to get is so exactly? If you were aiming for a Rare "equation mag" I would understand. Well, my advice is not to get to freaked out about getting exact numbers or try to get the numbers right after your mag reaches level 50. And as you just noticed, the mag guides aren't that precise. So, chill out and just try to not get the numbers go out of control and you will be able to fix the rest after level 50. It really doesn't matter for how much is POW higher than DEX and Dex higher than MIND as long as it is that way. And, for God's sake, you haven't missed for one bar, just a little of the bar.
