no, what your thinking of is uncapping the cable modem, or messing with its settings.
he's talking about a windows thing. Basically it has to do with the Network. being able to let full speed come thro your network lets the full speed of what your cable modem is giving you come into your pc at the same time.
hsi modem is still producing that speed. iti would be his windows limit that was slowing it. has nothing to do with cable company
