By the logic you've expressed here, a racist joke wouldn't be offensive because it was intended as joke. That makes no sense at all.

I stick by my "a joke is a joke".

That's not saying you can't take something harmless and turn it terrible.
Racist jokes are funny. They're terrible most of the time, but that's mostly why they're funny. They play off of completely un-true stereotypes.

When someone uses a racist joke as an insult, or in an insulting way, then yes - you're correct, it would be deemed racist.

But that's beside the point.
